Seems to me you need to remove the DVR, PSU and one camera and test on bench In point 2 and other places it doesnt make sense , how can you not be able to power one camera ?

He tried three batteries , I say it's the panel , had some where they give either continuous battery mis or mains fail , probably sold on eBay for that Raise case on eBay asap not as described

When it beeps and you put code in does it not display a fault or condition? Or enter code press ent, ent, press a to scroll through menu as you said look for "display" scroll to log press ent and use a and b keys to scroll through and see what is displayed in last few events PS cp38 is just the keypad , you probably have a large metal box somewhere and says galaxy something or other on it
