Because not every country in the eu has done what we have done. I dont know much about the European views, Others will know more than me

I can only offer views with a UK position. Those collective views go into the comments as all countries do. Then things are modified or removed. ie germany i beleive see no need for confirmation. Whereas we and i think denmark do. Spain also have their take on it and i think they want 3 detectors before confirm. Then middle ground has to be found. As you can imagine this can be impossible. We cant have everything we want so all you can do is point the view and reasoning behind the view into the comments. This can either be accepted as is, modified to suit or dropped completly.
