I found the anomoly. we have a sytem type A and then we have 2 signaling types EA = None and EH= No signaling.

Seems you enter fire or access and use EH then they could be perceived as a bells only alarm record. Thankfully its not detrimental and dosent require an edit. But you had me thinking.
