TL;DR - Yes upgrade system.
To expand because I am sure that's why you are here...
The panel is obsolete so no parts are available. As an aside, I am surprised your keypad is still functional, most I see now you can hardly read the screen or press the code in with ease.
Vo-Comm uses PSTN, you will not have this. The new router will probably have an ATA as you say but you will likely get issues with using this and it be unreliable, the same reason most fax machines are in the bin.
Virgin just want you to switch and deal with the issue later, but in fairness all newly designed systems should either be radio i.e. SIM card or IP i.e WiFi/Ethernet as options, be that private reporting or monitoring.
Even if you did it try connecting to the ATA and you were fortunate enough to have it work somewhat reliably, it would only take some router upgrade or power outage and it may stop working.
You will be responsible for making sure the ATA works and has line voltage so the Vo-Comm can dial, your PSTN provider currently do that -- with ATA if the router is powered off or crashes; then no line/no message.
These types of private reporting are not too reliable, so you may not care about it only working some of the time, there is no polling so who knows if it will work when you need anyway.

Yep tourist live feed.
I like the "The Flemish Scrollers" project.
Keras for those interested. Not keen on working with python unfortunately.

Has done the same in NYC. Just considered an "art project" but worth considering how powerful this is for the data controller.

Classic Scantronic, it gets them all eventually...

The more this thread goes on the more I feel this is someone looking for information on defeating a system.
If you were the genuine homeowner, confident with some DIY; you would have put some ear defenders on and pulled it apart already.
-
I said "generally". A engineers hold off is possible but non-standard and would be separate from any engineers mode like the OP is asking.
-
Generally this is correct you can't open a siren without triggering it, but it will all depend on the system and it's condition tho.
Faulty, poorly installed or wireless may react different.
Engineers mode would disable internal warning devices on tamper, however wired bells (SAB) are self activating, it's in the name.

I'm waiting for Focaccia Friday...

One major difference between a proper system and a DIY system is there is no easy way to defeat them or decommission without making a racket...
There is a second hand market for most things.
I would suggest you reconsider carefully, removing a working system to replace for DIY is false economy.

Robocall?
150... lol

Most likely. System will tamper when the voltage becomes very low but would have to check log as well.
As pointed out the log will be vague on something so basic.
Check the charging rate and replace battery would be sensible.

There are multiple older versions of apps for Texe all with different T&Cs.
What are we calling "tons", there is much more to business than knowing how the kit works.
When your taking over this user installed tat, your taking on it's liabilities as well.

Tbh it's not that hard to make a installer account
So you agree to the terms and conditions that your an installer and that they have the right to revoke and delete any accounts that are found not to be an installation company?
Sounds sensible...

Maybe it's possible older versions of software didn't support it. Rarely seen a 690 mostly fitted 790+ upwards.
You'll find it can be mounted inside the keypad upside down...
You'd need a working one to test.
They usually beep/click at any tag programmed or not, but they are fussy and don't have a good range.

But smartcon isn't easy for DIY either right?
Need registered installer account login since V2.
Anything DIY like Yale is junk and will not last. Either prioritise decent maintained alarm system or don't bother IMO.

It's been a while but IIRC, TS690 was a domestic panel separate from the rest of the Network range.
Usually + denoted DD243/Prox tags (ie TS900+) but I believe the TS690 did support tags (or at least I remember a version that did), as it replaced the TS700.
Did you have tags before?
Have you installed the reader correctly?
Was it powered down when you installed it?
How are you learning the tags?
Are the tags or reader duff?
OOI how much was this museum find of a keypad?

If definitely a speaker it could be a bell delay, either way it's probably programming
-
Not fitted many Powermaster's but I don't believe they have the voice feature any more.
The beeping for part set should be in the options.
-
It's default settings are to be internal only for part set.
The sounder you speak of is likely wired from the bell terminals so neither are being triggered on part set.
-
A4 unless there is a reason not to.

You can get ones that do all the common bands so it blocks any tracker in the vehicle too.
2.4G/5GWifi, GPS, 2/3/4/5G cells, lojack. Sold as "8 band jammer".

Welcome to the pain of an unmaintained system.
Even on other systems like you mention it would only cancel this noise for a period maybe 4 hours.

So rebadged Dahua.

I have said before it doesn't surprise me.
There are currently 666 records on NVD related to Hikvision, most of these will be historical or duplicates for different products but how many DVR/NVR/IPC's do people go back to and update or replace?
Every patch if you look back just seem like a reactive quick fix, some not so quick... It maybe better than DIY junk that's exploitable OOTB but they are suppose to be the market leader... cheap sells...
GT600/601 Panel with Vo-COMM voice dialer.

Maybe keep the panel but replace the dialler for proper signalling on pins or a GSM thing but it's just not cost effective in the long run compared with upgrading now.
