No idea who originally installed this, but it's the first time I've come across it before. Re-cabling the bell wire today in a domestic due to damage under the landing floor and whilst feeding the cable up through the under stairs ceiling with the rest, I noted that the 0.5mm flex to the panel also seemed to disappear up with the alarm cables. Sure enough, it's stapled under the carpet and around into the airing cupboard!

Edit: I'll have got that wrong, would of been 4 core alarm cable if they did it.

No, but I do know what you mean ;) 4 core for mains last one I saw, and a massive finger joint under the carpet on the top step.
