While that is the prefered way all it has to be is under a current contract and the system be certificated to the relevant (at the time of issue) standards. This would normally be done by the installer but is also done on takeover etc.... A takeover is when another company takes over the system and issues if required the releveant certification. To issue this cert a full check on the system and its installation etc is required.
