Depends on the panel, some of the old ones do this due to no servicing and life span of the nvm which has or may have lost its programming during the powercycle
Is it a 9800 or 9600 or newer?

If they are working and you are not bothered that they look yellow no real reason to replace imo.
But if any signs of false alarms/issues rip them all out and replace with shines new ones.
I know many company's that would make you "Recommend" replacing PIR's after 10 years. You decide if it's the company generating extra revenue or looking after the customers needs ..
So you think relay contacts can last longer? Some do some don't, yes it's a companies job to make money, but seems to me they also giving a good service to customers by updating equipment where possible

Didn't you bring up the issue of no power on battery leads , and then was advised that you need to connect the batteries etc
You may have mentioned you had to replace a fuse can't remember, perhaps this is why this panel is spare, where did you get it?

Being a digital user around here line failure is high, lines often drop out very annoying , hkc line failure time is short to , not adjustable , poor imo , on other hand not everyone wants to pay for WiFi or Ethernet etc

What you want to do with it? The few zones you might use can all be programmed via the keypad , otherwise scccraap it in my opinion
I don't really like rss either for dimensions, although it's 100x better than gold , might be better of with texecom or a flex panel , or dimension for what your doing

I would scrap it, time to spend a little on an upgrade , use existing wiring and get something up to date in, will be worth spending the money
Although 9651 is a good panel, personally would go for the g2-12 there are many others
