I have a customer with an old Racal Guardall RLC1 Light Control Unit. The external PIR has been damaged and was wondering if someone knew of a direct replacement for thePIR.

Racal Guardall stuff is all obsolete now its been a long time since I looked at the external stuff but if it is just low voltage with nc/no circuits you could use a GJD detector or a watchout

Depends on a few things, not all will. 

Nothing is foolproof to a sufficiently talented fool.

The early Racall stuff worked like a Map 6 IIRC
