Does anyone know of an IP intercom system that can have 4 external call buttons each going to a different PC to be answered per department.

HIK intercom should be able to do this having a play with one tomorrow

 

Comelt will work with ease but will require dongle for each PC it is running so cost may be a problem

Can be done with hik but need ivms running. Can't you fit the touschscreens? Or if you want audio only and they have a sip server and voip phones or sip client software on the pcs something like a fanvil?

I have tried with IVMS and it works fine

I'm about to install the HIK system (2nd generation) with 4 of their little monitors which do this out of the box, allegedly. They're not cheap but possibly more effective/efficient than keeping iVMS running all the time.
