When we moved into the house the alarm wasn't working and I thought it might be the fuse (yes that someone was me!).  The previous owner hadn't had the system serviced and the battery hadn't been changed. 

I wouldn't rule out the panel being faulty if there was power to it.

That part you could swap out from any old alarm unit or make something up ie fuse

Indeed, or you could leave it to a professional and have the system serviced and re-commissioned with a new battery also.

Nothing is foolproof to a sufficiently talented fool.
