They had noted they'd wired panel 0V to earth to correct?

Also just think how noisy that mains earth would be from EMF and RFI.

TS700 came after CPA6's TS2000 & TS800 ect... & was the low end "networker" panel

that would be one if my concerns, but more so if you got a earth elsewhere, it could bypass a zone or tamper.

old school was to make 8 - 10 turns coil around a small screwdriver to act as a 'choke' in each core at the panel.
