Why is the expander not in the panel?

Good Question.

But engineer had a boxed expander that was supposed to be satellited (there are 3 expanders out and about on this job) but thought we would need the space in the panel so mounted it above. 

Personally id of put it in the panel but it does make for more room in their. This was pretty much all dualtechs so we couldn't use the id bus detectors

I agree, looks well, to be really picky I would have lined up the lh 2 panels. 

Nothing is foolproof to a sufficiently talented fool.
