Yes you can, as can anybody without a single cert, you just have the small issue of informing building control.

Tbh I don't know about the rules sparkies work to but I'd have thought 3 2.5mm t&e slung along the floor with no mechanical protection would be against the rules?

If it was me i'd be highlighting just to stir the nest. A length of trunking at what? a fiver? and ten minutes would get that neat and compliant. Stuff like that just annoys me more than anything.
