but when you wire it like it sounds all the time?

WHat does your meter read between bell and HO+

I have one of these  the connections are  + - and 2 tamper terminals

+ should go to 12 on panel

- should go to bell (output 1003) on panel

T should go to the t on panel

T should go to 0v

If you read the question it sounds when wired like this, so it's a programming issue...

Likely something inverted or programmed wrong.

Read OPs message again

The issue they are having is they don't know where to put the siren -ve on the panel   they have been putting it in the 0v hold off connection and its been causing the alarm to go off

If it is a programming issue   go to engineer mode, select option 53  type in 03  and make sure it is set to bell and the state is positive
