I was told (via ACT) 0v and earth?

so I guess nobodys going to tell the OP you can't measure induced AC on metal panel with out removing the earth 1st as 0V is tied to earth ?

Thanks for the various feedback. Just to complete the thread, this was finally solved by replacing panel pcb.
