If it has a fault on the tamper circuit cycling the power wont help. at a guess i'd say because alarm was sounding, chances initially this was due to a tamper, then wife effectively intouduces a power cut, which seems dropped its program and why on restoring the power the bleeps won't stop unless engineer code inserted. if you have the manuals follow the suggested 'power up' sequence, but please be aware mains voltage accesable from within the alarm main panel can be extremely lethal, if your not competant or not into electrics best you ask someone who is to help.
