Well, presumably the PA's are for a very good reason, and if they're your responsibility you will have a duty of care to the users and will definitely want them to work. So, tackle the people responsible for the system ASAP as no-one here seems to think it's normal and some have suggested it's a communications fault which could render the whole thing useless!
