3/4G SIM card routers

Hi all

The scenario is;

We have a client with a Vista Smart disk DVR routed to a central station via ADSL (site 1).

They have a second site that cannot get ADSL so have it on a 3G dongle into the router which works (site 2) of a fashion.

BUT

Every time the site 2 unit connects it has a new IP (dynamic address) so the central station cannot identify the site.

 

I have created a permanent VPN between the 2 routers (both DrayTek) on the sites mentioned and can access site 2 from site 1 but I can't work out how to route outbound traffic via the VPN and on to the central station.

 

My ideal solution is a static public IP on a sim (3G or 4G) but where to buy.

OR (and why I'm asking)

Another solution suggested by this community :P

Have two static IP's on DSL at Site 1 and VPN 3G site 2 to the other static IP?

 

Never had success with DDNS and central stations (especially those running Sentinel or Immix).

 

The two static IPs idea might work though will need to check with the client if the provider, O2, will do this cheaply ;)

They are expensive and for example, 100Gb of data would cost £245.00 per month on a 24 month contract with a router price of £340. How far apart are the two sites?
