Port forward and the DMZ is set up for the IP 192.168.1.7....... and looking at the /ipconfig it seems 192.168.1.7 is your own PC? You should be port forwarding to the CAMERA address which is 192.168.1.8 by the looks on your settings!  Change the 7 to a 8 and it should work. But like above, also change to static...
