Does anyone know if there is a sim card that is not tied to any network but will utilise the strongest network coverage in the area it is located at the time? Needs to be data only though.

No. Who would you pay if it worked on all networks? Try 3. They use orange as well now and are good for data.

Yes you can get roaming sims. What's it for as they can be expensive if lots of data is used

We use O2 3G cards in our GPS tracking devices (for the golf carts) but if for whatever reason there is no O2 coverage in the area the GPRS can't report the carts location back to our servers.

And If you buy a sim card from Jersey its a roaming sim as standard

Apparently the mobile networks on Jersey Guernsey and IO Man share their services so they can provide full coverage. When they come over to the mainland they are the same as roaming sims
