Yes, installer or other eng needed unless its still on its default of 5678.

The landlord should pay any costs involved in issuing a new code.

You're right its not!

Try 5678 once, if there's no acceptance tone then its not that and you need to either get a eng out to issue a new code or trace the old occupier to see if they know it.
