London - Congestion Charge Scheme

The Mayor of London is carrying out a review of the London congestion charge scheme. This consultation will end on the 2nd August. The details of the review and the specific changes proposed to the current congestion charge scheme are shown below.

Subject: TfL consultation on changes to the Congestion Charging Scheme

Dear Stakeholder,

TfL consultation on Variation Orders to remove the Western Extension to the Congestion Charging zone and implement a number of other changes to the remaining Congestion Charging zone.

Transport for London (TfL), on behalf of the Mayor of London, has begun a consultation on changes to the Congestion Charging scheme. This statutory consultation will close on 2 August 2010.

The Mayor's new Transport Strategy, published on 10 May 2010, includes Proposal 128, which states that subject to public consultation, the Western Extension of the Congestion Charging zone will be removed.

The Transport Strategy also states the Mayor's intention to keep the Congestion Charging scheme under review to ensure the scheme reflects best practice, and to make changes where appropriate to improve its operation, and to help it deliver the desired outcomes of the Transport Strategy.

Accordingly, the following changes are being proposed to the central London Congestion Charging Scheme Order:

* The removal of the Western Extension zone of the scheme

The introduction of Congestion Charging Auto Pay accounts to make payment simpler

Increase of the daily Congestion Charge to £9 with CC Auto Pay or £10 for non-account holders (and £12 for Pay Next Day)

* The removal of the 100% alternative fuel discount

* The introduction of a new 100% discount for greener cars

* The inclusion of plug-in hybrid electric vehicles in the 100% electric

vehicle discount

* The introduction of a £10 registration fee for the existing 100% discount for vehicles with nine or more seats

* Incorporation of all Ministry of Defence Vehicles in the current

exemption to reflect recent changes in national legislation.

Following consultation, TfL will report to the Mayor, who will make a decision on whether or not to confirm the Variation Orders, with or without modifications.

Should the Mayor decide to proceed with the removal of the Western Extension zone, it would cease to operate at the end of the charging day on 24 December 2010. The other changes would come into effect on 4 January 2011 (no charge is payable from Christmas Day to New Year's Day inclusive). TfL would mount an information campaign to ensure that drivers are made aware of the changes.

Information about the consultation will be available shortly on the TfL website at www.cclondon.com<http://www.cclondon.com>. This includes a downloadable public information leaflet and a document with more detailed supplementary information, including expected impacts of the changes.

For one dual fuel/alternative fuel discount removal, makes going to LPG a mockery.

I hear they may well keep the Western Zone, which is the main argument with ,many people. It should never have been made. It has clogged up the main arteries to the north. I thought Hybrid`s were exempted already.

The increase is another stealth tax.

Auto pay may ( as Arthur has suggested stop people straying or forgetting) the intrusion into the zone, although it is well marked.

Of course MOD should be exempt, that way THE MONEY SAVED BY THEM CAN BE USED TO ARM AND PROTECT OUR TROOPS BETTER ( sorry a rant there).

Other alternate fuels pay a £10.00 fee for registration, why should larger vehicles be excluded. It is already abused with one Lamborghini and two Rolls Royce being registered as taxis!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Aggggggggggggggggggggggggg worse thing ever introduced IMHO never improved the traffic. Added more un/mis-registered cars vans private taxis then ever before.
