I have two properties, both with Menvier networker kit (TS2500 in one, and a another TS Series, I can't remember in the other)

(Both self installed)

Is there any software I can install on a PC, to program them over a serial cable, and also over a modem?

Yes you need the menvier UDL software etc. But you will only be able to get it aws a registered installer of those panels

you will also need the adapter and a modem board for local programming - not cheap as i remmember?

Upgrade to the new M range and you can download the programs from website and then progg panels remote or local with usb connection to lap top or computer
