I think you have missread EN50131 grading is not just about the equipment installed! DIY alarms will only ever be graded grade 1, for a grade 2 system it should be installed by someone competant and familiar with the standards and DD243. The local council will not be able to arrange your URN this can only be done my your local Alarms Administrator, and he she will only issue this to an installer on his/her list of approved installer.

If your gonna use A-D-T to monitor the system then stop wasting your time,and let them get on with installing it.
