Planning permission is only an issue with company logo tho, DIY unlikely to have that. It's not something all local authority are looking for either.

5-10mA or so is hardly an issue, I'd say maybe a few minutes of standby time. Without a logo you would say it's an auxiliary light, with a logo it's a sign and subject to planning permission unless the "sign" is fitted in an exempt area.
