Even the fuses inside the panel?

In that case check the aux output to see you have at least 12volts dc there, if not and the fuses are ok you've cooked the panel.

Incidentaly, have you checked for voltage with a multimeter at both ends of the fuses by using the red lead whilst black lead on -ve?

Not trying to sound patronising but i've come accross several duff fuses that visually looked ok.

Only other thing i can think of is if the 12v and 0v powers where wired radial from 1 device to the next and you have removed the 1st device. How many wires were in the 12v 0v terminals in the PIR? 1 / 2?

Though i must add that this would be a very daft way of doing it :P
