He didn't notice that the property has no smoke detectors in the stairwell even though the top floor is sub-let and he didn't mention anything about strobes for DDA compliance but as long he has a NICEIC certificate on his desk then he's done his job hasn't he. (? Hmm)

Bell-man. Now you seem to be missing the point, It's not his problem about the missing kit. ITS YOURS. you have no re-cource on "thats what the fire officer said" You are the responsible person and thats why he wants a certificate so when it goes wrong (please no) he can nail the moron that screwed up the job upside down to the nearest tree by his balls.

Yes watch out, everyone is looking for a scapegoat these days and are not frightened of going to court. People seem to take others to court for fun these days, like some kind of challenge.....................

Proceed with caution, if you have an NICEIC friend who will assist and the job price will cater for it, why not? Gets the responsibility off your back at least.
