I need to choose my words carefully here. 

 

This installation is to be in a children's home,

The Children will be naughty boys and or girls who will require 24 hour supervision. 

 

The owner wants an LCD pad in the office so the 250 events will be recorded. 

A front door contact (Zone 1) and contacts on two bedrooms up stairs (Zones 2 & 3).

 

The chime facility will be used when the system is unset on Zone 1, the front door.

 

At night, when the system is armed, he wants Zone 1 the front door to be instant alarm, OK no problem

 

Here comes the hard part, but he requires both upstairs bedroom doors to be on chime,

as an indication that they have left their rooms.

 

Can this be done?

You will need a more flexible panel or 2 panels. The accenta is a little panel for conventional solutions

As James said, You wont do that with an Optima. They are a low grade budget panel with very limited features.

 

What you're looking for in features, that panel simply wont do. Once part set, will not give chime beeps. It only does this in Unset / Day mode.

Go for a higher grade control panel, You will get the features you're looking for and much more to play about with
