Earth Calling Lines On A Bt Inspiration

Hello can anyone help me? A hotel customer of mine had a SX50 until yesterday when he managed to flip the power switch on and off a few times not realing it was his phone system and has managed to kill the power supply. The problem i have now is that he had earth calling lines and while were waiting in vain for BT to change them to normal loop calling they have no outgoing calls, I have an inspiration that i tried today as a temp measure until he orders a new system and thought they were ok on earth calling lines but no matter what i tried I couldnt get it to return a dial tone. Does anyone know if they do actually support earth calling lines and if they do help me out with some programming options as Its completly stumped me now.
