For fire and cctv i would personal use XL Graphics package where the fire alarm panels would be networked and can be supervised from a touchscreen monitor showing layout of the whole site and where necessary zooming into particular areas when needed.

With the security i would use the Galaxy range panels perhaps with a MAX3 reader as well.
