Is it possible to use a prox/fob key pad say in a hall, with a normal pad say on the landing, so one would be set by fob other by code input?

Yes you can but you need to make sure that the setting is programmed that the user can use both fob and code to unset system as the ACPO policy says the system must be set and unset with fob and also you need to address them to be different
