Could be a number of things, the fact that it hasnt been serviced for at least five years wont of helped at all, the panel battery will be u/s now and this may well of damaged the charging circuit, this inturn will effect the system voltage causing low volts to the external sounder.

The external sounder is subject to weather, tamper switchs and the pcb are all subjected to rain, heat and cold eventually these can also fail.

It may be too late for just a service, you may well be looking at a new bell and control panel, either way its not a fault that you can solve by pressing a few buttons im afraid.
