I have a galaxy 60 alarm panel. if i were to add a galaxy telecoms module to the system, would i be able to configure it to dial my mobile phone, or would it already be pre-programmed to dial into a monitoring centre??

Depends on the software version of the telecoms mod and control panel, and no it wont be pre programmed.

Nothing is foolproof to a sufficiently talented fool.

on that note - is the telecoms mod the same as a DC6, ie the programming is held in the panel and not on the digi??

You can actually get the newer version coms mod to sms to your mobile although don't know how off the top of my head.
