are all the tampers on the bell closed and the battery link fitted?

Both LED's are flashing yes..

The panel is programed already as you have mentioned..

1 = bell

2 = strobe

Just looked on coopers site.

Prog the sounder as SIREN on output 1

Prog the strobe as STROBE on output 2

Swap the blue & green wires over (bell & strobe trig) in the panel to see if you now got bell but no strobe.

If yes (now got bell no strobe) then would suggest programming problem.

If no, wiring or bellbox.

Sorted !!

It was program issue, connected fine.

Only one of the outputs was pre-programed. Thats why no siren
