Reason I say that is because although on a takeover you can check detectors, control equipment, sounders voltages etc but you dont know where the cables run or how many joints are in it, also its ok if I get called out to a panel at 3 in the morning as ive worked on most panels but what happens when a junior engineer has to go whos only ever used 1 panel. You could say they should be better trained but how many companies offer training on every panel there is? If an alarms been put in by a reputable compant then fair enough all should be well but if not I just think its a bad idea lol.
