I have an Accenta 8 mini alarm. It seems to be going off intermittently for about 10 minutes. The alarm cannot be heard inside the house but outside. Is this because the battery dying? It was also installed in 1999 but i have only been in the house with the alarm for a year.

More likely a fault between the panel and the bell, not easy to diagnose without a ladder and some test equipment, suggest a call to your friendly local alarm engineer.
