Hooray, Done it. Still not sure about the custom outputsmentioned above. Anyway as instructed I went into the user setup again and the very last option which I missed says "User 00 Locked by timer .....C".

Haven't got a clue where to find timer C to see how it is set or globally change it's functionally but removing it unlocks the user. I'll have to do it for each user, but as they say now it's not broken anymore so I won't try to fix it.
