The relays on the loop cards are isolating relays, it's common for these to chatter on older cards, the firmware versions you are running are ancient ( If a vigilon) also the loop resistance being to low can cause issues on gent systems, a resistor won't fool it as the loop also runs rs485 data, try using a long length of cable coiled up just to create a dummy load, the clicking will be part of the fault monitoring pulse put out in the loop but shouldn't be that noticeable

used these, and have the controller, its to program at the camera when setting up, most of the time we pointed in the general direction and setup via rs485 pelco d 2400 zoom in/out zooms the camera the other things are your blc, wdr sharpness, contrast, bright etc, most of the time for general use these wont need changing anyway all the controller does is allow easier access its an extension of the 5 buttons on the back, does exactly the same thing just on a 30cm lead

i top up every month, its a sim only contract, but you can end when you want by not topping up, i love it, never had an issue and runs on the o2 network, data isnt fair usage either
