it's up to the installing electrical contractor to do all the insulation tests and record them...in theory

In theory yes but unfortunately doesn't happen very often in my experience. I've often wondered why this test result isn't actually shown on the G2 certifcate (installation) as this is what it relates to. It may also prompt whoevers doing the install to actually record the results.
