Program it, test it by setting and activating the alarm. If it dials the numbers and plays the message then it's sorted. I don't think you will hear it make a sound apart from when testing it anyway.

Just done some more testing and playing around, it won't dial out either.

Dead as a do do I believe the phrase is?
