Old post, but I've been through this exact same issue so may help others.

This error message is very deceiving, it has actually connected but in a lot of cases (in my experience) it shows that error message.

Go through the steps as you did before and wait for the same error to present itself.

Wait two minutes after this message pops up then close the message, as well as the browser window/tab.

Attach the ethernet cable from alarm panel to the module and wait another minute or so.

At this point, it should work!

Look familiar :)

What's interesting is that TBF when you buy the Eaton version, you do get a nicely made 5V converter, that feels quality.

But the specs INSIST it can take up to 15V DC anyway.... I've not had the guts to try myself, and use a 12V > 5V converter myself every time.

So, I've decided to take my work back underground.... to stop it falling into the wrong hands

the rep showed me the plastic cased ion & a dongle,

I knew where they got the dongles form them from & asked why I should buy there's,

they run really hot at 12v & they where concerned at the fire risk (IIRC)

Lol @dongles  they should hide it better

They could have simply incorporated a FD in the casing though?
