to install cctv as a busniss in none domestics do you need anythink else but to follow the cctv codes of practice ?

Bottom line is yes you can fit commercial or domestics regardless of qualification/ability/licencing of any sort. Just point your comercial customers in the ICO's direction after.

The system designed and installed has to be fit for purpose, so the purpose of the system (ie each camera view and the control/recording system setup) has to be considered and defined, otherwise the client may be placed in breach of the DPA.

Depending on circumstance Human Rights Act and RIPA may also come into play.

i have read though the codes of conduct and they say same as you , but unsure if it should be documented (like on paper) or just agreed with customer what cameras are for what

Best to document.

Protects both parties and provides a reference if there is any queries (or issues) at a later date.

You would be surprised how many times the end user thinks a camera will offer number plate or face recognition from a camera originally designed for general views only. (or see around corners or through trees etc etc).
